Can anyone explain to me why there are two UR dates? I am RD applicant and shortly after I submit my application around mid-Nov. I received an "complete" email on Nov.22nd, saying they need to review ED applicants first and counsel patience. And I never heard anything from them ever since....

It took me a month and a half to progress from complete to UR....I think they are just very slow. The two UR dates I think represent your application being reviewed by two different adcomms

I don't think so... There are quite a few STRONG applicants with this same 1st UR date

Im UR 11/22 and 1/3

What are Penn's medians? I've only seen 25% and 75%. I am above 75% for GPA and I would guess around the median/maybe slightly below median for LSAT (169). Wrote a supplemental essay.
