Well, Chicago is the school's primary market, but it also depends on your practice goals. None of the other schools you mentioned will give you a better shot at Chicago than UIUC.
The general consensus is that, at minimum, biglaw hiring is no worse than it was previously. I'm not privy to all my classmate's summer plans, but I know that a decent portion of the class (IP and non-IP, 20-25% total) landed biglaw gigs in Chicago and other cities (think Indy/StL). A fair number also snagged small- and mid-size firm gigs, as well. Hopefully, the c/o 2014 numbers will reflect better employment prospects. If Chicago biglaw is your goal, while certainly attainable from UIUC, you should consider better T-14 options if you have them. UIUC with 75% tuition isn't a terrible plan, though, with in-state tuition.
Employers didn't mention the scandal during OCI this past summer, and I'm pretty sure it wasn't mentioned the year before, either. My personal belief is that most firms don't care, but the fact that the scandal wasn't mentioned is little proof that it was irrelevant.
