That's the t-shirt design for the latest Homecoming - a picture of W&M's much-beloved College President - Taylor Reveley - who besides being former Dean of the Law School is a brilliant lawyer (Order of the Coif at UVA), really nice guy, and has an awesome Central Virginian accent. "Hark upon the gale" is a general rallying cry for William & Mary - it comes from the "Alma Mater" - the College's song which is loudly sung by occasionally-sober students in celebratory occasions:

I haven't done all my homework on the law school yet, but I can highly recommend William & Mary as a great community with a strong emphasis on academics while still being fun. Williamsburg is a bit sleepy, but it's close to Richmond and Hampton Roads, and the students do a great job keeping the town from being totally boring. The administration truly puts the students first and I would imagine that extends to the law school.
Seriously my only complaint about undergrad would be the crappy (just totally awful) on-campus food. Lots of great restaurants in Williamsburg though!
