It has been a month now and my app still isn't complete. I e-mailed admissions last week and got a generic "completion is pending blah blah" response. Would it be advisable to give them a call?

I sent my app in mid September and I just got my application complete email yesterday. I think they're starting to get around to it. maybe wait one more week until you call

Just make sure your lsac profiles allows "CRS" school research (something like ths... Candidate Referral Service) :) schools usually target applicants within their lsat and gpa range. I got a lot of waivers but none from Columbia.

Don't. (Sorry to drop in 0Ls.) I'm enjoying my 1L experience here (as much as one can), but I think EDing to Columbia would almost always be the wrong choice. If you're absolutely certain you wouldn't go anywhere else or you know you wouldn't go to NYU, it might make sense. Otherwise, you're giving away your right to bargain for minimal gain.

I've also been on the edge of EDing (but leaning towards not) - has it even been proven that ED for Columbia gives a noticeable boost?

From the Columbia website : "Some examples include diversity statements, statements of strong interest in Columbia Law School, explanations of undergraduate and/or LSAT performance, etc."

If the report isn't received/processed until after the ED deadline, but the app was submitted through LSAC on time, does that still count as having made the deadline?

The wording from their Early Decision Contract (downloadable here):
If you have chosen to apply as an Early Decision candidate, please complete this form and submit it to LSAC with all other required application materials no later than November 15.
So it looks like it will count as long as it was submitted by then.
