Are you talking to me or EngLawyer? Because no T10 would take a 2.8 from a non URM, let alone giving a free ride. I'm in at Northwestern, and I'm 99.9999% sure I'm paying sticker. Do I deserve it? Probably not. I wouldn't get into a T10 engineering program, probably not even top 100. I was a mediocre (less than mediocre, I was just at the bottom third) engineering major at a great school. But I'll tell you that I could have worked less and taken a different major and done much better GPA wise. Maybe I should have. Yeah, seriously. I have a 3.77/179 and I'm nervous about HLS. I think there's no way BaiAllen isn't getting in though. If my GPA were 3.65 though, Harvard might be a reach for me.
