I have a 3.9 from Vanderbilt. I suspect that simply won't cut it.

This might be a silly question, but is "file is in the queue for review" the same as "under review" at Penn?
I'm wondering because my application has been complete for a while, but the usual "application under review" tag doesn't appear, while it does appear for other schools. Will it ever say explicitly "under review" or will it just stay as "complete" until I get a decision?

I believe penn sent out decisions on a wednesday in 2009 (1/14), on tuesday and wednesday in 2010 (1/12 - 1/13), and on a friday in 2011 (1/7).
Decisions are probably coming out no sooner than tuesday, but more likely on wednesday 1/11.

Same, but I'm above LSAT 75th and just below their GPA 75th. While I think they do YP, I imagine I would still go UR first.
