Both. Last year, I was accepted two weeks after being placed on hold. It's not a guarantee of rejection or waitlisting... I've never been a big poster on these forums - generally someone has already posted any information I might be looking for - but I did have one question I could use some input on. Northwestern is my first choice and I submitted my application (and was complete) back on 11/5/09. My numbers are 167/2.96 (Non-URM), making me a long shot I know, but there are some other elements in my application that I have to imagine will be well received by the committee (i.e. I have 6 years real-world experience post-undergrad including a book on international relations I authored that was published by St. Martin's Press and used in several grad school programs, a non-profit organization I founded, and oddly enough, an alt-rock band I started and led to a major label record deal).
Combined with a GPA-addendum, I've had some unexpected results so far this cycle but have yet to hear anything from Northwestern. To come to the point: it seems as though other schools have been willing to swallow my subpar GPA in light of my other qualifications (i.e. UCAL, BC, BU, all of which I was sure would reject me), but obviously my LSAT score is also well below NW's median. If I thought I could get my LSAT up to a 170+ on a June retake, would it be worth writing to the admissions committee expressing that possibility?
And will it be too late to propose such a strategy if I wait until a possible rejection letter arrives (I can't imagine it will be much longer before some decision is rendered with my application date)?
Any advice would be VERY much appreciated - feel free to PM me if you have some insight on this.

I'd talk to the adcomms ad find out if they'll wait till June. If so you wouldn't have much to lose since without the retake your best case scenario at that point would probably be riding the waitlist anyway.
