could be, or could be intangible factors over which you have no control. pretty sure berkeley, like higher-ranked S and Y, is regarded as something of a black-box, often rejecting perfectly [over-]qualified applicants right off the bat (as in, no W/L, which I think WOULD indicated YP). take a peek at past cycles on lsn, or even earlier posts on this thread - it's unfortunately all too common.
