I've spoken to a couple of Adcomms and asked about LOCI stuff and the consensus seems to be to send it after you've been waitlisted. They'd rather not have you clutter things unnecessarily unless you actually have something substantial to add. I would say call up BU and ask just in case but otherwise I would just wait it out.

Ehh, I would say that in that situation you call them up and ask if updating your resume will cause any delay in your application.
