If we're talking dirt cheap, and you guys aren't picky, then staying in College Park is perfect, and the metro ride in is pretty easy. College Park Diner is 180 for breakfast.

Ahh, DC trip sounds so fun. Gonna go look for cheap flights brb. I drove to DC for Christmas in college with my now husband and the trip itself was amazing, but not so sure about making the drive again.

Look for a cheap AirBnB in Columbia Heights or Eastern Market! Not cheap neighborhoods (anymore :( ) but this early you might get lucky on AirBnB, and you'll save money on transit and so forth. You can definitely find something for $100/night if that's in your budget.

If you have to stay outside the district, I would go for Silver Spring over College Park, personally.

Won't be in D.C. anymore but happy to offer suggestions for delicious food or places to hang out.
