There is a delay between the status changing and being able to access the letter. It varies but isn't that long.

My RD took about as long, though I've heard of it taking up to 6. It should definitely be accessible by the end of the day. 24 hours is the cushion they give themselves in case shit goes wrong.

They've also been REALLY SLOW this cycle and have some ground to make up.
