It's partly self selection as well. Berkeley has a big push for PI. The say on their website "On February 15 and March 20, three types of notifications will be transmitted: Scholarship Only, Scholarship + Grant, or Grant Only."
What is the difference between scholarship and grant? Scholarship is merit based and grant is need based? But these are both free money and do not need to be repaid, correct?
