What are your grounds for saying that? There may not be a literal fund since what they are giving out is discounts not money, but there is presumably a limit to how many scholarships they give out before they would be taking in too little tuition.
You aren't 100% incorrect, but the misnomer of "no more scholarship money" needs to end.

Checking in! Admitted with generous scholarship. Was set on moving to DC from Texas, but with the offer it is awfully hard to pass up. Made my seat deposit, but still relatively undecided.

I have received very generous scholarship offers from peer schools and T14 and nothing from Iowa so far. I have been admitted since the end of January.

From my experience, Iowa really reads beyond numbers. I was admitted below both medians and I am not URM

I got mine about three weeks after the admittance. I think they said it should arrive no later than four weeks after acceptance in the original e-mail.

I committed a couple of weeks ago (paid both deposits), and withdrew from other schools. I'm not sure if I'm allowed to do this in this forum but I just graduated from Iowa Law in May and am happy to answer questions about Iowa City (Iowa in General, I'm from Des Moines), housing, my experience at Iowa or the law school specifically (although I don't know much about scholarships or admissions decisions which understandably seem like the hot topic right now) I'm happy to answer any of your questions.
Also, if anyone has already decided on Iowa and you need apartment stuff, I'm selling a bunch of my furniture and Craigslist
