If you see someone actually obeying (or under) the 55mph limit, chances are they did NOT learn how to drive here. We think of the speed limit as a friendly suggestion, since it's so low.

I've lived in Oregon my entire life, apart from a brief stint in Alaska, and I can assure you that it's actually the newly minted oregonians (ie, Californians) who can't drive in the rain and become terrified the moment the temp drops below freezing and/or something resembling rain or snow hits the windshield. The influx of Californians in 2004-2008 was HUGE and a very large % of them were new retirees.
Native Oregonians are the ones heaving a deep sigh as they weave around all the people who abandoned their vehicles because it snowed an inch.
