The process as I understand it is that Penn sends it's applicants through two readers or two stages of committee review, so you will go UCR1 and UCR2 before a decision is made. It's not good or bad because you get any decision after going UCR2. Hope that helps!
Just to add some perspective you can also undergo additional stages of committee review without your UCR2 date changing again. That's from the Penn Admissions office itself. My guess is that if you've been UCR2 for a while (however you define "while") you're one of the people undergoing additional review (i.e. Me lmao)
Do you know if this applies to UCR1 also? Is it possible that if someone's UCR date hasn't changed at all that their app could still have gone through multiple reviews?

As per this cycle and last (at least, TLS-reported data), no. But, fingers crossed that I'm wrong.
