You can write something along the lines of, "I have attached a "Why Penn" essay to this email, which reaffirms my commitment to attend Penn Law. I've been told that it depends on why you ended up on the waitlist to begin with. If you're above both 75ths and you think you've been a victim of YP, then send a LOCI, and once you're admitted you might be a good scholarship candidate.
