My letter was postmarked yesterday, 12/10. I'd guess a letter headed your way and postmarked on the same day would take at least until Tuesday to arrive, yes?

If i turned in my application 12/08, and it still hasn't changed from application received to application complete, is there a problem?

No, I wouldn't worry yet. It seems like the time to complete is variable, ranging up to 14 days so far this year. If it isn't complete by the 22nd, then perhaps contact them.
