No, that just means they have all your information and will be (if they aren't already) reviewing your application. It will say "Decision Made" when they've made a decision.

How does one go about negotiating scholarships? Type and snail mail a letter? Email? Should I first ask if they are willing to negotiate before I send information about higher offers from comparable schools?

I've never thought about it too much. But it's so real now. Do you have an idea of what numbers are close to qualifying?
