I wouldn't. I know 4-5 people who've gotten into SLS with similar GPAs and lower LSATs, and I doubt all of them had targeted letters. As long as the recs are strong, why not try and see what happens? Hell, my numbers are lower than yours and I'm applying just because what if I'm that one person who happens to slip through? If you honestly think that you would love to go there if you got in, apply. Just the fact that you're sending in an app means you have a chance. Definitely still consider applying! The targeted letters might have helped a little, but I really don't think that not having them would hurt you. Yep, I took money out of my savings account (that I've putting in since I was like 9) recently to prepare for paying app fees.
