Do law firms that practice up or out ever recruit attorneys as associates with 12 (10+) years of experience?

My experience is "yes." I know of an associate hired from a competitor firm who had been there about 10 years. His experience is right on point for the practice group that hired him.

Yes my prior firm (big law in nyc) added a 10+ year associate who became a partner a couple years later.
