UVA and Duke are currently the good COL options. Also UChicago "can" also be cheapish because it's in a relatively bad area of Chicago. It gets expensive in the safer areas though.

Went there for UG. Definitely not cheap unless you want thunderous quads. The price falls fairly rapidly the more willing you are to hike up hill, but rent on any of the vaguely flat to campus areas is really high.

The coffee and bagel shop on the corner by the bridge leading to the law school actually pays higher rent per foot than most of Manhattan I'm fairly sure (it's possible they bought the building by now.)
