JAG is a weird animal because you have to take two things into consideration when comparing it to BigLaw statistics. First, the number of JAG officers commissioned varies wildly by both year and branch, and second, the data is necessarily less accurate than the data for BigLaw due to a much, much smaller sample size.

All that said, I treat JAG selection the same way I treated pilot selection: if you're the best person to apply, they can't say no. There are a million other things you can do and that thread talks about most of them, but the bottom line is that the military is a meritocracy at its core.
I can't really speak with any knowledge on the patent bar question except to say that, to me, it seems like a good feather in your cap. Would I delay an application cycle in order to secure that credential? Probably not, but if it's something that you don't have to restructure your life to achieve, then you should go for it. Maybe ask Spivey or Killoran? They're going to be the most knowledgeable people that you can reach out to relatively easily.
