LSAT 3x in 2 years
If I took the lsats 3 times already (first one in September 2014), can I register and take the September 2014 as the 4x?

I'm assuming that you meant September 2016, in which case, 2 years will have passed since your first LSAT, so you should be eligible to take it. If you want to be absolutely sure, it wouldn't hurt to send LSAC an email to make sure. But you should be good.
