C states "Because services are usually delivered in person, markets for services tend to be local." This would explain why developing a service economy has decreased our international trade - services tend to have local markets, limiting our options abroad.
E states that "Some services can be procured less expensively from providers in other countries than from providers in the economist's country. This might seem tempting, but it could actually make the situation worse. If services could be procured cheaply abroad, wouldn't a service economy be a potential boon for international trade?
