Is it legal to give the preptests I bought to a non-profit organization for their members use?

Well, I'd say that if you're giving it to an organization (not an individual) and your intention is to have them disperse the preptests (copyrighted works), you'd be violating 17 U.S.C § 106. Line 3 is what you're looking for.
the owner of copyright under this title has the exclusive rights to do and to authorize any of the following:

(3) to distribute copies or phonorecords of the copyrighted work to the public by sale or other transfer of ownership, or by rental, lease, or lending;
Now, obviously it wouldn't be as much your problem as the organization's; however, you've stated that you know they would intend to violate this section. I wouldn't give them out. If you legitimately acquired these preptests and wanted to sell them to an individual (first sale doctrine covers the transfer of copyrighted works that are physical copies [I haven't read into digital copies & first sale too hard]) that is fine, and whatever that individual does with them becomes their business. IANALY
