I don't know what RC materials you've looked at so far for technique, but often the problem is that people are so nervous about the time limit that they speed through the reading to get to the questions. In my experience, it is absolutely vital to understand the passage well before tackling the questions - particularly the main points and viewpoints expressed about the main points. Depending on your situation, this might not be the right advice, but you *might* want to try spending more time on the reading portion and taking less time with the questions (which should go relatively quickly if you've read thoroughly).
Failing this (or if this isn't your problem), maybe try adjusting your mindset - don't think about finding the right answer; rather, think about getting rid of answers that you can knock out for a clear reason.
Look out for strong wording in questions (most, always, never, equally, the majority, etc) and also look out for comparison language (better than, more effective than, etc) - these often indicate a bad answer.

read faster without sacrificing understanding. this will take sometime but you can make improvements by Dec.
