The Powerscore LGB gives an example where a runner is not faster than someone else as opposed to the standard faster/slower rule. This would mean that he's either slower or just as fast.
I've been looking for some actual games with ties like the above, but haven't found any. Do they exist?

That just sounds like a more flexible parameter. So for wrong answer choices, the runner could be faster. For running you basically cannot have ties but in scheduling scenarios as an example there could be two slots at the same time. Ties is the wrong description, simultaneous events or people is what could happen.
