Can someone tell me why answer choice (A)is wrong? I chose(B) so I certainly understand why this is right, and I don't even really consider the other three as viable, but I can't really see why (A) is wrong.

He's shifting the blame for the lack of hiring to the legislature, not the blame for the scandals themselves.

I'm guessing you read it with the blame for the lack of hiring in mind?
