RC Primary Purpose Questions -- Help?

The questions I miss on RC are generally "primary purpose" questions. Primary purpose of the paragraph, passage, or using a specific phrase. For some reason, I'm struggling with these because two answer choices seem equally compelling.

Any advice for these particular question types?
