Given the process of rolling admissions, how detrimental is it to submit a December test vs. a September test? This question is also asked with concern given to possible scholarship money.
Additionally, would law schools see if you opted to change the date of your test within the time LSAC gives you to do so? Is it like an absentee notation on your record?

The September test would be ideal, but December isn't bad either. If you think that waiting until December will give you the chance to improve about 5+ points then it would be to your advantage to wait. Law schools will not be able to see that you switched your date as long as you do it within the allotted time. You may also want to seek advice on this in the admissions forum:

Thank you. I think I'll make the call based on how I do on PTs the next two weeks. I guess I'm just nervous too because I work 60 hours a week as well and September is a busy time for me. Even though I'm consistent with my studying and practicing, I'm concerned about the looming test and work-related deadlines.

No problem! I know how that goes, when I was studying I was working 42 hrs/week and had 18 credit hours at school. It's a tough balancing act.
