Okay so this is a pretty frustrating question.

Got it down to both (B) and (D), got rid of the others pretty quickly.

I honestly feel like this is one of the more wishy washy questions I've seen on the LSAT. From what I understand from the manhattan forum, the ALWAYS in (D) makes it too strong, therefore its wrong. But this isn't really a straight up MBT or something so that doesn't really convince me totally. I just think (B) and (D) stand equally. I feel like (D) makes pretty good sense, but so does (D).

Is it really how strong (D) is worded that makes it incorrect? Or am I missing something that better leads to the conclusion in the stimulus?
