Pretty sure you can even take June 2014 at many schools. Especially with applicants being way down.

I began studying LSAT this month and I found that it is not so easy to master within a couple of months.. so wonder whether I could better perform in Feb..

They are saying that applying with a Feb score puts you really late in this cycle, thus diminishing your chances of getting accepted, especially if your LSAT score is not strong for the schools you apply to.

Depending on what your law school goals are, it might be in your best interest to wait until next cycle to apply so that you can be better prepared to submit a solid application. This is what people are hinting at in this thread.
