This is the passage about the Dawes Act and its impact on Native Americans. I have a issue with question 23.

Why is "E" incorrect? The passage does address issues of landownership and commercial autonomy (alienability-ability to sell) and it mentions benefits to rival groups in the last paragraph, (the BIA bureaucrats).

The biggest red flag for me is that it describes Native Americans, non-Native Americans, and the Bureau of Indian Affairs as 'rivals'. There's nothing in the passage to suggest any antagonism or rivalry between those three groups.

I also don't think that passage is really about the "legal status of an ethnic group". It talks about the Native Americans' inability to sell land right away, but that was just a clause in the Hawes Act; I don't think it had anything to do with their actual legal status as a group.
