will fully-reserved test centers have seats open by Sept 14?

There are 5 testing centers within 20 minutes driving, but all the best ones (3 of them) have been fully reserved for the October LSAT. I want to do a late registration, but would like to take the test in one of the best locations. So if someone withdraws before Sept 14, will the LSAC website show any open seats? or I better off register for one of the two available testing centers ASAP?

I found the following article on Blueprint's LSAT Blog, wherein it is suggested that you should register for the test and then check in every day and when a spot opens up, pay $35 to change your test center. This seems to confirm that seats will open up when people cancel or postpone their LSAT.

yes, indeed some seats open up in two of the best testing centers. So I just did a late registration.
