I'm really not seeing how answer choice E is better than answer choice D. I feel like the main point was more about the cost of changing science. Could someone clear it up for me? Thanks!

D presumes that all changes are costly while the text only states that these listed would be costly in order to give reason to the conclusion that we should consider the impact of changing science. There could be several other ways that changing science is not costly. Also, the second line in conjunction with the first is the conclusion, and E is a restatement of that.

The prompt says, "We need to determine whether the changes are warranted, taking into account the price."
This is the conclusion.
The argument proceeds by giving two examples where the changes would not be warranted, given the very high price. Be aware these are examples used to prove that there are instances that change is not warranted, but in no way tries to make a blanked statement that ALL change in science are ALWAYS too costly to warrant.
