PT 9, Section 2, #10

Can anyone explain to me why the answer is B and not A? I was able to easily rule out C D and E but I wasn't sure what my thought process should have been (how to evaluate the answer choices) to be able to answer with B correctly.

Exactly right. Check the prompt again - it asks which proposal will IMPROVE the prospects of accomplishing the goal. Whether they purchase planes with the seats removed or remove the seats themselves, the outcome is the same.
