PT 52 S.1 L/R question number 5...?

Why is B) the correct answer? None of the answer choices seem all that enticing however answer choice B seemed much less obvious to me, if not completely wrong, than the other ones. I guess my issue is why is the Barton Pool being open before noon dependent on whether Biba's next door neighbor has a child under the age of 6? Intuitively this makes no sense. Hopefully one of you have this PT to look it over; thanks!

The first premise is important here. We know that EVERYONE in the neighborhood can swim at some time when the pool is open. So since kids under 6 CAN’T swim between noon until closing, if EVERYONE is allowed to swim, AND there is a child under the age of 6, the pool must be open at some time before 12 pm.
