I got a 166, with 3.4x GPA from Ivy in engineering. My PT's I got low 170s. I'm applying EA to Georgetown, and am thinking there's a possibility they might waitlist me. In that event I would like to take the February test and hopefully get a higher score and hopefully increase my chances of acceptance. Is this valid thinking?

You should probably retake if you're aiming that high. Couldn't hurt.
Did you apply anywhere else? If you get waitlisted (I'd say you probably will), it is no longer binding so it would be good to have other options.

Yeah, I am applying to GW and George Mason. I work at the USPTO so only applying to part-time programs.
The only reason I'm thinking of taking the test in February is in the event of waitlist; otherwise I would just wait a year, retake in June. I would like to take ~20 more preptests and read some more testprep.
