I didn't get the argument, why is D correct?

Basically, Hollyville has given aid twice, once before their own tornado (the earthquake) and once after (the flood). A higher proportion of people gave aid this time, because they empathized with those that were going through something they had previously gone through, conforming to the principle brought up in D. A and B bring in out of scope things, such as the bit about strangers in A, the inclusion of government in the answer choice B. C is an opposite answer. E tries to compare the similarness of the earthquake and the flood to the tornado, a comparison that is not justified in the stimulus, leaving D even more firmly as the correct response.
