14. e. Just because this company chose to clear some land sooner than it would have does not mean that all companies will always do so. Why would they? Further, there is no indication that they will not also reforest the land that they cleared. Why wouldn't they? What does mature forests even mean? The stimulus does not say that the cleared forest was a mature forest. I could probably go on...

d. The company did something that they wouldn't have done but for the tax incentive. Case closed.

EDIT: I'd go on to answer the others but it sounds like this will be frowned upon.
