Reading comprehension question type Forum

There's a question I've seen at least twice in older exams, basically along the lines of "which one of these choices could logically begin a new paragraph at the end of the passage?"

I haven't been able to figure out how to do these questions. Should you choose an answer that introduces a new issue, or one that is a summary/conclusion of the entire essay? If you know what I'm talking about, please help! Thanks.
