PT 42 Section 1 # 14

Hi guys, I just cannot figure out what the question means by "at most two batches of cookies could be made on that day?". I put (e) for the answer, thinking that the question means how many of the days contain at max 2 batches. (1~2 batches)

Can you guys solve this Q for me?
