PT16, S3, Q14 - Caffeine can kill or inhibit

An assumption question.
Can someone tell me the difference between (C) & (E)?
Why (C) is not correct?

The author says "many", C says "all".

Also, the reason C is wrong is because caffeine-plants don't have to grow wherever all species of larvae and not just the ones sensitive to caffeine pose/posed a threat to them.
