Can someone please help me set up the rules?

i'm getting a little confused what can and cannot go together. I did the following:

F <--/-->H
M<--/-->Z
U<--/-->W
F-->Z
W-->H

But then can you do: F,Z <--/-->H and then I was tempted to put the W with the H but W and Z can go together. I was just wondering how you would combine these to show which variables can and cannot go together

cannot be in the committee: F, U,

Can someone please explain # 11 and why it cant be E?
