Im having trouble understanding why (C) is not correct. I can see why E is correct, but why isnt C. Caffeine is not a psychoactive substance, but it can be as physically addictive. Hence (C) makes sense. I know its not right, but why?

Oh wow. I didnt interpret that "other" to mean that. In this case other groups caffeine with psychoactive agents. If it didnt it would have said "Caffeine blah blah etc etc than psychoactive agents".
