About shark population and fishing- I can see why E is right, but why is C wrong?

C is wrong because even with this other factor "incidental mortality" the CPUE has remained constant and that is our only known measure of the population. So despite this factor the population measure has stayed the same. Perhaps there was some other positive factor that help off-set this allowing us to still reach the conclusion that the population remains unchanged.
