PT 30 Section 2 Question 21
The answers A and E both seem to work for me. Can anyone please explain why the answer is A and not E?

We want to strengthen the theory that the bill will not pass, because no major party's leader supports it.
Answer choice E states that most bills that have passed had the support of at least one such leader.
Remember that "most" implies "not all;" therefore, at least one bill that passed must not have had the support of any major party leaders. This weakens the argument, though at first glance it may have seemed to strengthen it.
