Could someone explain #14 and 23 in the first LR?

Here's 14:

Evidence: The moon provided a good amount of light during the robbery.
Conclusion: Klein had sufficient light during the robbery to identify the criminal.

The argument fails to consider that something could have prevented Klein from making use of that light or taking advantage of it. The credited response raises the possibility that clouds were in-between the moon and the earth, so that although the moon gave off a lot of light, things still weren't bright enough on the ground for Klein to identify the criminal.
