Can someone please explain this strengthen question. I don't understand how (A)strengthens the argument.

The stimulus gives us two reasons to suggest that harvesting trees from old-growth forests is an effective means of reducing carbon dioxide in the atmosphere.
1. Harvesting old-growth trees prevents them from decomposing in nature. Decomposing in nature normally leads to release of their carbon dioxide.
2. It makes room for younger trees, which reduce more carbon dioxide.
A potential weakener here would be anything that suggests that harvesting trees isn't effective on either of these issues. B tells us that a good portion of the trees harvested end up decomposing anyway, meaning that their carbon dioxide gets released even though you took the trouble to harvest it. This doesn't destroy this argument, but it does limit the effectiveness of harvesting old-growth trees as a means of reducing carbon dioxide in the atmosphere.
