PT 59 RC Question #23

This is about the one-shot / Ultimatum Game. Main idea.

Answer says "Although the reactions most commonly displayed"

But line 17 says that 2/3 of the proposers offer a reasonable amount. So wouldn't most of the reactions not be rejections?
